A delegation of Fisheries Local Action Groups (FLAGs) travelled to Madrid to hold a series of meetings with several parliamentary groups in the Congress of Deputies and the Senate, with the aim of defending both the continuity and the specific identity of Community-Led Local Development (CLLD) in fisheries areas in light of the European Commission\u2019s proposal for the 2028\u20132034 Multiannual Financial Framework.<\/p>\n\n
The delegation, composed of representatives from FLAGs in Catalonia, the Valencian Community, Galicia, Andalusia and the Canary Islands, held meetings with VOX and Coalici\u00f3n Canaria in the Congress, and with the parliamentary groups of Izquierda Confederal, Junts per Catalunya, Comprom\u00eds, ERC, EH Bildu, PNV, PP and PSC-PSOE in the Senate. FLAGs, present in 44 coastal areas across Spain, represent a network of more than 1,200 public, fisheries, business and social entities, linked to 11.5 million citizens with a direct connection to the sea.<\/p>\n\n
The initiative is part of a broader advocacy strategy that FLAGs have been developing in recent months in response to the proposed new financial framework for the 2028\u20132034 period, which would entail a cut of more than 66% in fisheries funding. The delegation considers that this proposal puts at risk both the continuity and the specificity of fisheries CLLD, an instrument that, during the 2014\u20132020 EMFF period, supported 2,645 projects in Spain, with an investment exceeding \u20ac170 million and a 96% fund execution rate\u2014the highest among all EMFF measures in the country.<\/p>\n\n
The representatives positively assessed the tone of the meetings held: both Members of Congress and Senators received the delegation in a receptive manner and showed awareness of the concerns raised, particularly regarding the need to preserve the specific identity of fisheries funds and the key role of coastal communities in shaping the new financial framework.<\/p>\n\n
During the meetings, the delegation presented the six priorities agreed upon by all FLAGs at national level: ensuring the continuity of fisheries CLLD; securing sufficient funding; preserving the specificity of local development in fisheries areas compared to the rural LEADER model; simplifying the management of EU funds; strengthening the participation of coastal territories in decision-making processes; and maintaining and reinforcing the differentiated status of outermost regions.<\/p>\n\n
This visit to Madrid is part of a broader advocacy strategy developed by FLAGs since October 2025, which includes the national manifesto signed by all FLAGs on 10 December 2025, the meeting with the Ministry of Agriculture, Fisheries and Food on 4 February, the institutional visit to the European Parliament on 18 and 19 March, the network\u2019s plenary session in L\u2019Escala (19\u201321 May), and the FAMENET seminar held in Estonia from 2 to 4 June.<\/p>\n\n
